Software Applications Developer position with TNRIS

Job Description
Texas Natural Resources Information System (TNRIS), a division of the Texas Water Development Board, is seeking an innovative, highly motivated, Software Applications Developer to lead the implementation of web-based mapping applications, and collaboration tools.  Primary software tools include ASP. NET, C# and Javascript.  Working in an agile development environment, the developer will work with multiple mapping applications programming interfaces including BING Maps, ESRI, Google Maps, and open source API’s. Develop advanced web-based mapping services that support spatial queries and the display of state geographical data.  The developer will work in a collaborative
environment with a small team of other dedicated developers on web-based mapping application projects and tasks for internal and external applications.  The developer will work under the guidance of the Information Services Team Lead to develop and execute tasks as required. Tasks include: conceptualizing, designing, prototyping and deploying applications.  Collaborating with database administrators, web designers and clients developing and scheduling projects; coordinating with other development team members – both technical and non-technical, analyzing proposed web-based applications; developing user documentation and online help systems for applications; providing technical assistance to staff and customers as required; training others in the use of internal applications; and maintaining and documenting existing code.  Programmer will need to file weekly reports on work progress for the week.

GIS Analyst I position with CAPCOG

The Capital Area Council of Governments has a full-time position opening in its Regional Services division for a GIS Analyst I. This position performs complex Geographic Information Systems (GIS) analysis work. Work involves input and manipulation of geographic information to create, maintain, display, update and produce accurate maps and other representations of data and assimilates data from multiple sources, formats, and projections into a CAPCOG compatible geospatial format for 9-1-1 purposes. Education: Graduation from an accredited four-year college or university with major course work in GIS, regional planning, geography, or related field is preferred. Experience: Minimum 2 years experience as a GIS professional. Education and experience may be substituted for each other. Salary range is $36,000 – $42,000 depending on qualifications. GrantWorks, the largest grant writing and management firm in Texas, is seeking a full-time GIS Analyst to work as part of a team that develops comprehensive plans for clients throughout rural Texas.

The planning department, based in Austin, produces comprehensive plans that include analysis of population, housing, land use, utility systems, streets and thoroughfares, zoning and subdivision ordinances, central business districts, parks and open space, and economic development. Mapping accompanies chapters on each topic.

Candidate must have a bachelor’s degree in geography with 1 year full-time work experience using ArcGIS 10. Knowledge and expertise of ArcGIS methodology, geographic, and cartographic principles, and comprehension of projections, datums and coordinate systems, is required. Programming experience with Python or other scripting language a plus. Must have strong organizational and interpersonal skills, and be an efficient writer and thorough researcher.

GrantWorks offers a relaxed work environment in central Austin. Job requires travel within Texas bi-monthly. Salary range $32,000 to $35,000 annually, depending on experience.     I. Job Summary

    Recognized across the organization for functional expertise. Combines technical expertise with business intelligence to enable GIS solutions in an effort to align information technology solutions with business strategy. Leads the analysis, design, implementation, maintenance and modification of complex automated geographic information systems, databases, software and equipment. Must be a focused, high-energy individual with technical expertise in GIS web development and ESRI products. Provides leadership and direction in developing and implementing GIS systems and strategies to achieve business objectives within set deadlines.

    II. Duties and Responsibilities include the following.

    • Leads in designing, developing, and maintaining highly complex internal customer facing GIS Web applications through concept, design, and implementation phases to consume new web enabled GIS functionalities (using the latest relevant techniques and best practices).
    • Works closely with other developers to design and develop technically advanced or in-depth software components for the management, manipulation, and display of a wide variety of graphic and image data.
    • Tests topology for structure and accuracy of spatial data components of the centerline file, parcel polygons, other polygon datasets assuring sound principles of topology.
    • Effectively presents, communicates, and articulates technical information to all levels of the organization (including but not limited to technical and non-technical audiences, outside vendors, Senior Leadership and Executive Leadership).
    • Leads in bringing excellent software via a web browser.
    • Creates highly complicated software components that follow industry-standard design patterns, development methodologies, and deployment models.

    III. Supervisory Responsibilities

    Will coach and mentor less-experience personnel or act as team leader on more complicated systems projects.

    IV. Qualifications

    A. Education and Experience

    Required: Bachelor’s Degree, in Computer Science, MIS, Business Administration or similar area of study. Ten years of previous experience required. An additional four years of related experience may substitute for the Bachelor’s degree.

    Preferred: Bachelor’s Degree in Computer Science, MIS, or Business Administration and twelve or more years of related experience.

    C. Other Knowledge, Skills or Abilities Required

    Technically advanced or in-depth knowledge or skills in one or more of the following required:

    • Understanding of the Adobe Flex framework and experience design GIS based applications on it
    • Experience as a GIS Administrator used as part of a routing and logistics solution.
    • Experience in enterprise systems implementation using ESRI suite of products including ArcGIS Server 9.x, ArcIMS 9.x/4.x/3.x, ArcSDE 9.X, ArcView, ArcEditor and ArcInfo.
    • Spatial database design using Oracle / SQL Server and ArcSDE.
    • Understanding and implementation experience of SOA (Service oriented Architecture).
    • Experience with Enterprise applications architecture and design.
    • Must be flexible and willing to undertake a wide variety of challenging tasks.
    • Ability to present information, analysis, ideas, and positions in a clear and convincing manner to both technical and nontechnical audiences.
    • Ability to lead a group to consensus, solve problems, and accomplish tasks.
    • Ability to multi-task, meet deadlines, and anticipate needs along with ability to operate and promote an environment of teamwork.
    • Experience in the use of Microsoft Office software (Word, Excel, PowerPoint, Visio).
    • Strong organization skills, ownership and accountability.
    • Ability to work in fast-paced environment.

    D. Other Knowledge, Skills or Abilities that Contribute to Success

    May require technically advanced or in-depth skills in one or more of the following:

    • Knowledge on other GIS platforms such as MapInfo, Geoserver, etc.
    • Knowledge with Microsoft Bing Maps and Google Maps.
    • Experience in the Transportation and/or Routing and Logistics industries.
